His expertise focuses on improving road safety and supporting initiatives that promote safer driving across the UK’s strategic road network. Richard is involved in delivering training, advising on best practices, and participating in public safety campaigns. His work is recognised for its impact on reducing road incidents and fostering a culture of safety among road users, drawing on his extensive background in law enforcement and community engagement.

Sami Bowler

Growing up on a farm and working in my family’s heavy haulage business, I developed a passion for the transport industry from an early age. After earning my HGV licence at just 18 years old, I have spent more than 15 years immersed in the sector, gaining hands-on experience and building my expertise. At 30, I embarked on a new journey, establishing myself as an External Transport Manager. Today, I am dedicated to further developing my skills as an experienced Transport Consultant, helping businesses navigate compliance, efficiency, and best practices in logistics and haulage. I am also proud to champion women both in the transport sector—where just 1% of HGV drivers are female—and on the track as one of the 5% of female race licence holders. Outside of work, I channel my drive and determination into Motorsport. As a racing driver in my eighth year of circuit racing, I’ve competed in everything from 15-minute sprints to gruelling 24-hour endurance events across the UK and at Spa. Sgt Dan Pascoe
Roads Policing Sergeant
I’ve worked for Surrey Police since 2004, pursuing my passion for road safety and technology. I joined the Roads Policing Unit (RPU) in 2007 and quickly gained qualifications in Advanced Driving (Class 1) and Tactical Pursuit and Containment (TPAC) and these days I’m a TPAC Tactical Advisor – planning for pursuit mitigation and providing fast time advice for spontaneous pursuits. Outside of frontline work, I’ve worked with the Mobile Data Team to develop, test, train and deploy our Pronto product from Motorola – this has resulted in significant efficiency savings for the force. I also helped establish the departments social media status on Twitter, growing it from less than 2,000 followers to over 100,000 followers, resulting in being award the ‘Best Roads Policing Twitter Account’ in 2017. In 2018 I was awarded the ‘Outstanding Contribution to Roads Policing’ award at the Police Federation National RPU Conference. Later in 2018 I passed my Sergeants exam and was promoted later than year. In 2022 I had the honour of setting up the Vanguard Road Safety Team (VRST) for Surrey Police – a small dedicated team of officers who proactively target individuals and geographic areas where road related offences or problems have been identified through intelligence and research. In our first full year, the VRST were instrumental in halving the number of serious injury and fatal collisions over the Christmas period. Through a lot of work when I was younger, I’ve developed tools and approaches to overcome my dyslexia and dyspraxia which have become valuable assets to me as my career progressed. Oh, and in 2011 I got run over by a stolen car – there is a video or two out there about that, and I ended up on Good Morning America in a two week media frenzy.
