Speed management: A focus on technology

This is the second in a series of four webinars brought to you in partnership with Redspeed International, broadcast on the 6th May 2025, where we focus on speed management and its crucial role in creating safer roads for all. In collaboration with expert partners and contributors, we will navigate the complexities of modern road transport, guided by the Safe System Approach. Within the Safe System, speed management is recognised as a fundamental component, working in harmony with other elements such as road design, vehicle safety, and road user behaviour to create a forgiving road environment.

We will also delve into the potential of Intelligent Speed Assistance (ISA), a technology hailed as one of the most effective new tools for casualty reduction. With insights from Professor Richard Rowe of Sheffield University, we will find out how ISA could cut serious crashes by up to 30% – as well as establishing what’s needed to accelerate its adoption in the UK.

Daniel Ward from the Acorn Group will be with us to present the latest in black box telematics – how these devices are not only incentivising safer driving and lowering insurance costs, but also providing rich data to inform future road safety strategies.

Tom Duckham

Tom Duckham
Chief Executive, Redspeed International

Tom Duckham is a qualified civil engineer and has been working in the road safety space since 1993. More than twenty of these years were with Transport for London, starting as an engineer, and ending up as the Head of the London Safety Camera Partnership. During this time his awareness grew about just how impactful the needless death and injury to people on our roads was, and it became a passion to try and do all he could to reduce these numbers.

During his time at the LSCP, he introduced a camera infrastructure through intelligence led installations, to ensure that the biggest impact in casualty reduction was achieved. The success with his intervention in the installation procedure was reflected in the fact that the London cameras helped prevent more that 500 KSIs a year occurring at the camera sites. He was also responsible for drafting policies for the Mayor’s Road Safety Plans, not only around safety cameras, but also as Head of the Motorcycle Safety team at TfL he was also responsible for publishing the Motorcycle Safety Action Plan. In 2018, he joined Redspeed International and has tried to use his success achieved with TfL to move the company away from just selling camera boxes to providing a service whereby the company offers collision history reports. The intention of this is to help clients understand the full value of an intelligence led enforcement operation so that the best results are achieved. His experience in safety camera use and awareness of new technologies has resulted in the company developing new cutting edge camera systems that can assist in casualty reduction in new and innovative ways.

Richard Rowe

Richard Rowe
Professor of Psychology, University of Sheffield

Richard Rowe is a Professor of Psychology at the University of Sheffield. His research addresses the development of risky and antisocial behaviours in young people with a focus on dangerous driving. Richard’s work has addressed the identification of risky driving behaviours and the construction of interventions to reduce those behaviours. Recent work has addressed development across the early months of driving and the opportunities offered by new technologies to prevent speeding.

Daniel Ward

Daniel Ward
Telematics Director, Acorn Group

As Telematics Director at Acorn Insurance, Dan leads both the Carrot and Acorn Protect brands, overseeing everything from operations to product creation. With 15 years in the insurance industry, he has spearheaded many key initiatives, including opening the organisation’s Leeds office, building an Agile-focused project team in Liverpool, managing an RPA programme that saved millions, and playing a key role in the acquisitions of Carrot and My Policy. In the long term, he is passionate about reshaping customer perception of telematics, ensuring it’s recognised as the safe driving tool it was always meant to be. Beyond his work, Dan is a trustee of The Bobby Colleran Trust, supporting vital road safety initiatives.

Simon Turner

Simon Turner (Panel Chair)
Engagement Manager for Driving for Better Business

Simon is a strategic communications specialist with 35 years’ experience, the last 20 of which have been solely in the field of work-related road safety. He has managed the National Highways Driving for Better Business engagement programme since 2015 which focuses on the safety and wellbeing of those who drive for work, the performance of those who manage them, and the impact their activities have on the environment.

Simon is also Chairman of the Trustees at the Association for Road Risk Management and sits on the judging panel for the Prince Michael International Road Safety Awards.
